Tom Carter is a distinguished senior policy and strategy consultant to the transport industry, with more than 35 years' aviation experience, including 30 years' airline experience working with British Airways (BA) where for 20 years he was responsible for managing BA's airport strategy group.
He has a wide range of airport and airport surface access knowledge, skills and experience, and in particular has distinguished track record of airport strategy and airport master-planning. At BA the scope of his responsibilities covered not only airport activities but also matters such as passenger demand forecasting, surface access analysis (airport road and rail development) and environmental issues.
He has been involved in all major UK airport development plans since the time of the Roskill Commission including all previous UK Government airport studies. He has appeared as a major witness at most of the major UK airport public inquiries. These include the Roskill Inquiry, Stansted Development, Manchester Second Runway and the Heathrow Terminal 4 and Terminal 5 projects. At Terminal 5, Tom, in addition to the technical input, spent a large part of his time preparing BA's case in support of the development of the new terminal for the public inquiry.
A major part of Tom's work at BA included the development of BA's involvement in airport infrastructure both in the UK and overseas. This work included BA's own terminal facilities at Manchester and the Eurohub terminal at Birmingham Airport , London Heathrow Terminal 4, London Gatwick North Terminal and the re-construction of BA's own terminal at New York JF Kennedy Airport. He also provided key BA input into the development of the Heathrow Express Rail link between London Paddington Station and Heathrow Airport Terminals 1,2,3 and Terminal 4.
Since leaving BA he has been involved in a number of airport consultancy projects including the developments at Berlin , Hyderabad and Athens . He has also worked on the development of Southend Airport and the commissioning of Heathrow Express, and an airport project in Kazakhstan.
