PaulLeBlondWebSiteBlue 000Paul is a senior consultant with director and board level experience in several major UK companies, both in the public and private sectors. Paul has an in-depth understanding of operations at major airports combined with unique expertise of the interactions between air/ rail transport and other surface access systems. Paul has the ability to understand customer behaviour and technical issues in relation to different modes of transport and the appropriate lessons which can be transferred successfully.

Paul is able to analyse/ interpret data and information in order to produce a strategic perspective. He is also capable of preparing and presenting clear and simple solutions to business challenges.

Since 2003, Paul has undertaken a range of consultancy projects, including advice on airport rail links, air/rail substitution and airport surface access strategies. During this time, Paul was a member of the team reporting to UK Government on the pre-Air Transport White Paper consultation; managed a team undertaking Stansted Generation 2 surface access consultation for BAA; advised GNER on air-rail competition; prepared master plans, surface access strategies and planning advice for Regional Airports Ltd and undertaken international benchmarking of airport rail links for IARO

Prior to becoming a consultant, Paul was Director of Strategy at Eurostar from 2001 to 2003, where he directed Project Jupiter to unify the company’s three separate businesses, forecast to achieve turnaround from €100 million losses to profit. He also initiated long term strategic thinking in the company, including air-rail competition on new routes

From 1995 to 2000, Paul was Director of Strategy for BAA Rail, where he was responsible for overseeing the Heathrow Express business with a turnover £60 million, 5 million passengers, 200 staff. Paul created BAA’s rail strategy and negotiated with rail industry (Strategic Rail Authority, Railtrack, train operators) to ensure its widespread adoption.

Paul provided expert advice on BAA’s rail access to Terminal 5 inquiry;  

set up and chaired Rail Groups of Airport Surface Access Forums, a groundbreaking partnerships with stakeholders (local government, rail industry, major employers) to develop new access solutions which was subsequently adopted by Government in it’s10 year Transport Plan; member of Government Office for London Olympic Transport Committee; formed Airport Express, a marketing alliance between BAA and National Express and was responsible for extensive internal and external communication of BAA’s rail activities.

From 1970 to 1995, Paul held a range of senior management positions with BAA plc.including:

    General Manager, Development where he devised and introduced a project process for BAA’s £400 million annual capital expenditure programme, implementing it through training, communications and membership of project board for 40 projects.

    General Manager, Communications, Terminal 5 project where he communicated externally and internally on this project in the pre-inquiry stage, acting as spokesman in public, media, political and local government environments.

    Project Manager, Heathrow Express where he was responsible for negotiating and concluding a joint venture partnership with the British Railways Board to plan, design, construct and operate the Heathrow Express; managed the selection and appointment of designers, consultants and other members of the project team and briefed them to start work on the project. Paul also managed the associated Parliamentary Private Bill process through applications, hearings and debates through to Royal Assent with lawyers, technical advisers, parliamentary agents, MPs and Peers, all in partnership with the British Railways Board.

    General Manager, Heathrow Terminal 2 where he managed all activities in the terminal, with a turnover of £40 million, handling 8 million passengers, 400 staff, including security, maintenance, property, retail and catering, airline and control authority co-ordination, dealing with 50 separate organisations.

Paul is a founder member, and Chairman, of the International Air Rail Organisation where he recruited 60 companies, taking the organisation from its initial start up to maturity. He is also involved in running conferences, and publishing information.

Paul is a Fellow of the Chartered Institute of Logistics and Transport, member of it's Strategic Rail and Aviation Forums and Chairman of the Transport Faculty.

Paul has a number of professional qualifications, including an MSc in Transportation Engineering.
